While Murphy is Newtown's Representative on the federal level and does not have much to do with SB 24, NCLB is part of the national discussion on Education Reform and it helped to set the stage for SB 24. By setting the impossible goal of 100% by 2014 and the unreasonable standard of AYP, more schools were labelled "failing" starting a string of privatization.
