Hugh Bailey: The first priority is to every child - Connecticut Post: ""A crowd openly hostile to Recovery School District Superintendent Paul Vallas used a state board of education meeting to raise concerns about whether charter schools are leaving the most vulnerable children behind," reads a 2010 story in The Times-Picayune, New Orleans' major daily newspaper. Parents said the widespread use of charter schools had resulted in a two-tiered system, where students with the most needs were left in schools with the fewest resources.

The New Orleans model is in many ways the national template for reform. In Ohio, for example, reformers have pushed for a decentralized model, heavy on charter schools and patterned after the New Orleans Recovery School District.

In examining the New Orleans model and its fitness for implementation in Ohio, the National Education Policy Center at the University of Colorado noted "exclusionary trends ... as charter schools erect a series of formal as well as informal barriers to entry.""
