One of the questions that keeps coming up regarding the new PEAC evaluation (of which 22.5% student performance on a test) is how are we going to evaluate teachers in non-tested subjects. Tennessee has an answer:
Educators Issue VAM Report for Secretary Duncan - Living in Dialogue - Education Week Teacher: "This solution was inspired by a similar method used by the state of Tennessee to compensate for a lack of testing data for teachers of non-tested subjects. Such teachers are assigned the average scores of teachers in their school who teach a tested subject, in order to come up with a number for them and determine whether or not they add value to their students."
