Emails show consulting project shopped around - Connecticut Post: "It also succeeded in bypassing state rules on contracting by awarding the $195,000 to Leeds, plus $60,000 to a company called Education First Consulting LLC, which was hired in late December for "teacher evaluation implementation support and human capital legislation."

On both contracts are the signatures of Stefan Pryor, the state education commissioner, and Marianne Kirner, executive director of the resources center. Kirner has not returned requests for comment.

Pryor, who took the state's top school post last fall, said last week that he was unfamiliar with the funding arrangement, but that the deal was put together to expedite the governor's education initiatives."
