Education reform hinges on contracts - Connecticut Post: "Senate Majority Leader Martin Looney, D-New Haven, appearing with Williams on Friday, said many of the changes made in New Haven schools, which many consider a model for the state's improvement efforts, came about at contract renewal time and were negotiated, not forced on teachers.

"In almost every other jurisdiction we have been able to find, the kind of changes sought in the governor's bill were sought with the cooperation and assent of the union in the form of a memorandum of understanding, not in any sort of forcible way," said Williams."
