Don’t Read It – Just Pass It! (Where things stand as of March 19, 2012) - Wait, What?: "Section #18:  The “Commissioner’s Network,”

The bill requires that beginning this July, Stefan Pryor, Malloy’s Commissioner of Education, must select up to 25 of the lowest-performing schools in Connecticut and make them part of his “Commissioner’s network.”

The bill gives the Commissioner extraordinary authority to operate those schools or delegate that control to some 3rd party “including private entities.”

I would challenge anyone to identify another piece of legislation that has ever given such power and control to one non-elected individual.

Schools in the “Commissioner’s Network” WOULD NOT be bound by the following laws.

Limits to state personal service agreements (i.e. consultants)
Purchase requirements
Competitive bidding
Duties of local boards of education"
