If you want to have an impact on the local people, the best case to be made is that it is effectively an unfunded mandate. Currently, we have principals who don't have the time to be doing evaluations properly and according to the prescribed plan. This effectively places increasing importance on evaluation. The only way to do that is to hire the people necessary to ensure that the evaluation is lawsuit-proof. Unfunded mandate. And that is something that makes members of all political persuasions nuts.
